The new 220 MW combined cycle plant was launched at the Tyumen Heating Plant (HP) -1. The power plant built at the Tyumen HP-1 is the second biggest combined cycle unit in Russia. The newest combined cycle technology used in the project will allow to reduce the specific fuel consumption for the generation of electricity on the whole at the Tyumen HP-1 by 12%, improve the efficiency and decrease the number of hazardous emissions into the atmosphere by 2.5-3 times (for NOx).
The combined cycle plant control system has been developed by PIK ZEBRA company on the basis of the integrated SCADA/HMI and SOFTLOGIC-system TRACE MODE and includes more than 33 operator workstations and more than 20 KRUIZ controller operating under the control of Micro TRACE MODE.
Mr. Anatoly Chubais, Chairman and CEO, RAO United Energetic Systems of Russia (the Russia energy monopolist), Mr. Pyotr Latyshev, The Representative of the RF President in the Urals Federal District, Mr. Serguey Sobyanin, Governor of the Tyumen Region, Mr. Ivan Matlashov, First Deputy Minister, RF Energy Ministry and other visitors have taken part in the ceremony devoted to the solemn commissioning of the unit.
The start-up of the combined cycle plant has been performed by Pyotr Latyshev, Serguey Sobyanin and Anatoly Chubais. Upon pressing the start-up button, Leonid Kogan, General Director, EMC-Engineering, handed over a symbolic key from the unit to Serguey Sobyanin who in turn passed it to Anatoly Chubais.
Anatoly Chubais signed an acceptance report and made the following record in the honored visitors book: "With all my heart, let me congratulate the people of Tyumen Heating Plant -1 and the whole Tyumenenergo with our common success and with one more start-up at Tyumenenergo. Thank you for your excellent work!"
The reconstruction of the Tyumen HP-1 has been carried out only at the expense of Tyumenenergo own funds. Totally, the capital investments into the combined cycle unit construction have amounted to 3 billion 400 million roubles ($ 119 million).
